Joint Statement Of EU Officials And Modi

The Article 17 of the joint statement of Prime Minister Narendra Modi with European Commission President Jean-Claude Juncker and European Council President Donald Tusk issued after the 13th EU-India summit in Brussels on Wednesday, March 30, 2016 said, "The EU and India pledged continued support to Nepal in its reconstruction efforts following the devastating earthquakes in 2015, including capacity building and long term development. They also agreed on the need for a lasting and inclusive constitutional settlement in Nepal that will address the remaining Constitutional issues in a time bound manner, and promote political stability and economic growth. They encouraged an inclusive dialogue between all political parties in the Maldives and reform that ensures respect for democracy, human rights and the rule of law." (Source: setopati.net)

 

The government of Nepal had strongly reacted to this joint statement saying, “The EU-India Joint Statement not only hurts the sentiments of the people of Nepal but also defies the fundamental principle of non-interference in internal affairs of a country in breach of UN Charter and norms of international law. The Government of Nepal calls on all to fully respect the sovereign and democratic rights of the people of Nepal and refrain from making uncalled for statements. It was clear that Indian Prime Minister Narendra Modi could not bend Nepal to his desire, so he went to the EU and influenced the EU officials to say what he wanted to say to Nepal in fact, not only to Nepal but also to Maldives, too. Was it not shameful to Modi that could not protect the underprivileged people from the harassment inflicted by the Hindu fundamentalists in India?

 

What Modi would be able to do if he were not to protect the innocent man killed by again the Hindu fundamentalists in the suspicion of having beef in his refrigerator? What Modi would be able to do if he were not to protect the freedom of speech of the Indians not punishing the police that arrested the students of Jawaharlal Nehru University (JNU)? What Modi would be able to do if he were not able to protect the dalit students from the harassment of the Hindu fundamentalists leading to the suicide of one dalit Ph D student? What Modi would be able to do if he were not able to protect thousands of innocent killed again by the Hindu fundamentalists in his State called Gujarat when he was the chief minister of that State? What Modi would be able to do if he were not able to bend Nepal imposing undeclared blocked for five months causing immense hardship to the 30 million Nepalese? What Modi would be able to do if he were not able to protect the rights of the people of the Maharastra State to eat beef when its State government imposed a ban on eating beef?

 

For the information of Prime Minister Modi, Chairman of UCPN-Maoist Prachanda was not visiting India defying the invitation of Modi, the news on the khabardabli.com stated on March 31, 2016. Obviously, Prachanda did not want to talk to Modi that had been so nuisance to Nepal. If Modi had any guts left in his mind why he did not tell the leaders that had been waging the war for making the Nepalese constitution inclusive go to the voters and convinced them the need for amending the constitution, and get the two-thirds majority in the parliament and correct the constitution rather than trying the violent way of forcing the parliament to meet their demands.

 

Prime Minister Modi had surely failed in his foreign policy unnecessarily poking his nose on the internal affairs of the neighboring countries. Modi had not felt yet his nose getting reddened by poking in others’ business. He alone had not been able to do anything to his neighbor so he went to the EU for its assistance but instead of getting assistance to get his mission a success he got a kick on his back by the Nepalese government for his joint statement with the EU high officials that apparently had no idea what they had been talking about Nepal in their joint statement with the shrewd Indian Prime Minister Modi that had shamelessly tricked them to say such things that any gentlemanly politicians not to mention the head of State or the head of government of the EU would say.

 

Now, what is EU? EU is the association of the bunch of States that had joined together to stand as an equal to the super power such as the United States of America, and the newly emerging super power such as the People’s Republic of China, and India even though very slowly emerging as one of the major players in the global politics and economics.

 

The question was why the EU high officials could not see or simply closed their eyes not to see what had been having in the home country of Modi where Prime Minster Modi had been deliberately trying to deny the fundamental rights of the minorities and the dalits to eat the beef that they had been eating since the time of their ancestors, and deny other minorities to follow their religious practices without fear and interferences from the Hindu fundamentalists, and deny the rights to freedom of speech to the students of JNU recently.

 

Surely, the EU officials had no excuse to justify the overlook of such violence of human rights in India not by anybody but the Prime Minister Modi totally ignoring what his Hindu supporters had been doing everything against the people of faiths other than Hinduism, even against the Hindus of historically placed at the bottom of the society. The EU officials had smartly inflicted injustice to the tiny nation such as Nepal stating in their joint statement with Indian Prime Minister Modi the most unjustifiable thing and harmful to the EU countries.

 

The joint statement of the EU officials and the Indian prime minister had been the result of the relic of the mindsets of the EU officials’ ancestors that went to loot and kill the people of Asia, Africa and Latin America. If they had any reasons left in their minds they would never signed off such a grossly biased statement made against Nepal.

 

The EU officials also ignored that Nepal was not a baby country as India had been. Nepal unlike India that British gave birth to in 1947 was an ancient country that had the history of more than 2600 years. Nepal had the bilateral relations with Britain for the last two hundred years. During this period, most of the current Indian States had remained under the British domain. One thing the EU officials needed to notice that the current India that came to existence in 1947 shamelessly used to claim that Lord Buddha was born in India. The truth had been Buddha was born nowhere but in Nepal.

 

If the EU officials were the citizens of the highly sensibly reasonable and cultured nations then they needed to apologize Nepal for what they had stated in the joint statement, and take back the words they had inserted in the joint statement.  However, Nepal could not anticipate that those EU official would apologize to Nepal given the recent history of the EU officials’ activities in their own continent.

 

The EU officials had sucked its member State Greek to its bone and forced it to pay off the debt it had incurred. The EU officials even wanted to fire Greek from the membership of the EU if Greek failed in paying off the debt. The EU lenders were not much different from the moneylenders that had charged fantastically high interest on their loans to the poor and confiscated whatever the poor had in their possession when the poor could not pay back the loans.

 

The EU officials had been very smart to note the things they did not like in the Nepalese constitution but they did not dare to say a single word when Ukrainian: the country under their nose lost its territory called Crimea to the Russian bear. They could not or did not say anything when the street mob tore down the democratically elected government and instead set up a new government representing the street mob in Ukrainian.

 

The EU officials needed to note that the US and China had already welcomed the Nepalese constitution stating it was one of the progressive constitutions in the world. Japanese government and even the EU had already recognized the Nepalese constitution but then unfortunately the EU officials under the influence of Indian Prime Minister Modi had stated that the Nepalese constitution needed to be an inclusive. If the EU officials were sensible enough not to mention wise they would have asked Indian Prime Minister Modi what the Nepalese constitution had lacked in comparison to the Indian constitution. Unfortunately, that did not happen. The EU officials carried away by the Indian Prime Minister Modi had declared the Nepalese constitution needed to be an inclusive one.

 

The government of Nepal had correctly risen up to the EU officials and the Indian Prime Minister, and even challenged them not to repeat such mistaken notion again. The Nepalese government was short of demanding the apology from the EU officials. They needed to note that Nepal had stood up against the expansion of the British Empire for several centuries, and Nepal would do the same against any expansionist neighbor or far off countries.

Serious attention of the Government of Nepal has been drawn to the reference to Nepal made in the Joint Statement of the 13th EU-India Summit held in Brussels on 30 March 2016.

 

As is known to all that Nepal has promulgated the constitution through a democratically elected Constituent Assembly. The constitution fully accommodates the aspirations of the people of Nepal. The promulgation of the constitution formally concludes the nationally driven peace process initiated in 2006 and institutionalizes significant democratic gains including federal and republican system. The constitution making and its promulgation are essentially internal matters of a country. Nepal has now moved ahead along the path of political stability and economic development.

 

Against this backdrop, the EU-India Joint Statement not only hurts the sentiments of the people of Nepal but also defies the fundamental principle of non-interference in internal affairs of a country in breach of UN Charter and norms of international law. The Government of Nepal calls on all to fully respect the sovereign and democratic rights of the people of Nepal and refrain from making uncalled for statements. The Government and people of Nepal are fully capable of resolving their issues themselves within the framework of the constitution.
