Law Enforcement Officials Don’t’ Follow Laws In Nepal

June 2, 2013: the state-run newspaper ‘gorkhapatra’ of today reported that a number of private schools have running without the permission of the government but it is not a wonder, as the same newspaper ‘gorkhapatra’ today reported that the government offices had built office buildings without the submitting the proper maps of buildings and passing them at the municipality in Bhaktapur. They either believe that they are above the laws as the Ranas and Shahs had been in past or they simply bullied the laws. Then why the common folks need to follow the law.
It also has indicated that the local government is weaker than the State agencies at the local level. They are the police, officials of the local administration and so on. They could easily ignore the laws concerning the local government. So, the Bhaktapur municipality has become helpless to enforce its laws, as it needs the support of the police to enforce the law but the police have been either the culprit or the boss of the police the local administration or both. So, how could the municipality enforce the law?
