The Constituent Assembly (CA) stalled by the members belonging to the Madhesh-based political parties since June 26 has restarted for its regular business on July 09, 2008. They boycotted the session again after the proposal submitted by one of their members at the CA did not pass through it. However, the CA passed the Fifth Amendment to the Interim Constituent proposed by the Minister of Law Narendra Bikram Newang on behalf of the government was passed by the majority votes thus paving the way for electing President, Prime Minister and Chairman of the CA.
