Conspiracy To Derail Peace Process And Constitution Writing

January 23, 2012: Chairman of UCPN-Maoist Prachanda has said yesterday that the rightist forces have been hatching a conspiracy to derail the peace process and the constitution writing again.

"A serious conspiracy has again been hatched against peace and constitution. The rightist forces are bent on entrapping the Maoists and they are plotting for the same, but we will not sign a blank check," ‘The Rising Nepal’ of today quotes Prachanda.

"The parliamentary parties are for completing the peace process unilaterally and reviving the 1991 constitution," Prachanda said. Referring to their strict stand on the parliamentary system, Prachanda also accused the old parliamentary parties of returning back to playing the game of majority and minority and then the horse-trading, ‘The Rising Nepal’ of today writes.

Prachanda has said that his party would not tolerate any lessening of the people’s rights rather would act on completing the peace process and the pro-people constitution writing.

Prachanda also has charged that the parliamentary parties have acted against the peace process and the constitution writing after he proposed a directly elected presidential system on the Dispute Resolution Sub-committee. Concerning the state restructuring, Prachanda has said that President of NC Sushil Koirala does not accept the states built on the nationality but wants each state covering the north-south area.

Chairman of the Madheshi People’s Rights Forum-Republican Jayaprakash Prasad Gupta has repeatedly said that the Madheshi people would not accept the states formed north south and any constitution making such provision would be burnt down.

After attending the Constitutional Committee meeting yesterday, NC Parliamentary leader Ram Chandra Poudel has said that the UCPN-Maoist has been trying to write a one-party constitution and is responsible for the delay in the constitution writing, his party is ready to reach an agreement with the Maoists on the rights and jurisdiction of the President and the Prime Minister if they come up with clear views on these matters.

Leaders of small parties have said that the constitution writing has been stalled due to the infightings in the major political parities. Each major party has one or more oppositions to its leadership causing the leadership weak to decide the nationally important issues of the constitution writing.

Speaking at a press conference held by the district committee of CPN-UML in Ilam yesterday, Chairman of CPN-UML Jhalanath Khanal has said that his party would not play the opposition role in completing the peace process and constitution writing but would oppose any actions of the government that goes against the people’s interest.

Mr. Khanal has said that the constitution writing has been delayed because of the government not holding the meetings of the thematic committees. He also has accused the UCPN-Maoist of not working seriously to complete the peace process and the constitution writing.
