Prime Minster Taking the Opposition Protest Easy

November 11, 2012: Prime Minister Dr. Baburam Bhattarai is spending an overnight today with a Muslim family in the Chanai village of the Kapilvastu district following his program on interacting with the grassroots level people and finding out their views.

Thus, the prime minister has been relaxing with the village community despite the opposition coalition of the NC and CPN-UML has been challenging him to quit the office otherwise the opposition leaders would create a storm of protests on the streets to drive him out of the office. Obviously, the prime Minster was not so much scared of the opposition challenge but not even much concerned with the growing discontent of the opposition that has been mad at the prime minter for not quitting the office and letting the opposition leaders enjoy the power, as the prime minister knows that the opposition leaders could not harm him no matter what they talk and do on the streets or at the presidential office.

The prime minister also seemed to be relax even though the full budget hinges on the head of state issuing the presidential ordinance, and the head of state has been stating he would issue the budget ordinance only after the prime minister builds a consensus on it, which almost impossible to do, as the opposition is not cooperating on building a consensus as long as the prime minister remains in the office but the prime minister is not in a mood to quit the office even though he has said that he is not interested in clinging to the thankless job of the prime minister, and willing to quit the office immediately after the opposition builds a consensus on all the contentious matters, which also is not possible.

The World Bank has already told the prime minister that the donor community would not be able to provide Nepal with assistance without a full budget. As such, not only the foreign assistance is not coming but also the government will not be able to keep the state employees working without the full budget. It remains to be seen how the government manages to pass the budget.

The opposition coalition leaders did not want to talk to the UCPN-Maoist, so they did not go to the meeting called by the Chairman of UCPN-Maoist Prachanda to discuss the budget but Chairman Prachanda succeed to meet with the former finance ministers but they did not give any clues to break the current budget deadlock except telling him to build a consensus on the budget.
