Completion Of Discharging Under-aged Moist Combatants

On February 8, 2010, discharging 220 under-aged combatants from the fifth division of People’s Liberation Army located at Dahabi of the Rolpa District in presence of the commander of the People’s Liberation Army, representatives of the Ministry of Peace, and UNMIN, Nepal has completed the discharge of under-aged combatants following the action plan agreed by the Government of Nepal, the UCPN-Maoist and UNMIN.

Chairman of UCPN-Maoist Prachanda was there to deliver a farewell speech to the departing young soldiers. In addition, ambassadors of China, Japan, Norway, and UK, and representatives of France and US flew to Dahabi of the Rolpa District to send off the final lot of the under-aged combatants. These envoys anticipate the successful completion of the peace process after the completion of discharge of the under-aged combatants strictly following the action plan.

The government has provided the departing combatants with Rs 10,000 and the UCPN-Maoist with Rs 12,000 altogether Rs 22,000 as the travel allowances. Former combatants could go for vocational and occupational trainings and regular schooling offered by UNMIN.

More than 19,000 Maoist combatants are still living at various cantonments and are waiting for integration into the Nepal Army following the Comprehensive Peace Agreement the rebels have reached with the government. Within the next four months, these fighters of the People's Liberation Army are supposed to be integrated into the Nepal Army. However, political leaders are divided on this issue. UCPN-Maoist leaders say that the integration of the fighters into the Nepal Army need to be done simultaneously with the writing of a new constitution and formulation of a security plan where as leaders of other political parties such as NC and CPN-UML say that the integration of the fighters into the Nepal Army need to be before the completion of the writing of a new constitution.
