Consensus Government And Political Parties

February 7, 2012: while making a regular visit to his home district, Prime Minister Dr Baburam Bhattarai yesterday has said that he is soon leading a national consensus government to deliver the new constitution on schedule, ‘The Rising Nepal’ of today writes.

He also has said that majority of the disputed issues have been resolved and only a dozen has left unresolved that too will be resolved soon, and disputes over federal structure, form of governance, judiciary and electoral system will be settled in a couple of weeks.

Concerning the distribution of checks to the combatants opting for voluntary retirement, he has said that most of the retiring combatants are satisfied very much, and the Nepal Army starts the process of selecting those opting for army integration in a few days.

Chief of PLA Nanda Kishor Pun ‘Pasang’ yesterday has made it clear that his party has no policy of grabbing checks distributed to the combatants opting for voluntary retirement; and it is the internal matter and other political parties should not interfere.

Terming reported incidents of check grabbing by the commanders as an internal matter of the Maoist party, Pasang urged the other parties not to interfere in the Maoists’ internal affairs by making the issue a public debate, ‘The Rising Nepal’ of today writes.

"Instead of facilitating the peace process, the Nepali Congress and the CPN-UML are trying to make a mountain out of a molehill whenever there are minor problems in our party," ‘The Rising Nepal’ quotes Pasang saying at the Reporter’s Club. He has warned of such activities of the opposition parties have negative impact on the peace process; in addition, the NC’s strategy of cornering the Maoists has created a lot of problems in the country. He also has urged the NC and CPN-UML to focus on peace and constitution writing instead of obstructing the House session.

Leaders of the NC and the CPN-UML held a meeting at the CPN-UML headquarters in Balkhu yesterday and decided to give a deadline of seven days to the UCPN-Maoist and the government for completing major tasks of the peace process; they have charged the Maoists with not being serious about the peace process and the constitution and urged the Maoists to enforce the seven-point agreement. These NC and CPN-UML guys have repeated their demand for revoking the government’s decision on legalizing the property deals of the Revolutionary Council done during the insurgency period.

Chairman of CPN-UML Jhalanath Khanal has said that the completion of the drafting of a new constitution scheduled for May 28 would be very difficult to meet if the contentious issues such as electoral system, form of governance, restructuring of the State, judicial system and citizenship are not settled by mid-February according to the state news agency called RSS.

"I am hopeful that the tripartite meeting scheduled to be held on coming Wednesday would forge consensus on the contentious issue including the electoral system, form of governance, restructuring of the State, judicial system and the citizenship issues", RSS quotes the Chairman.

A meeting of 19 political parties held at Singha Durbar also has directed UCPN-Maoist, NC and CPN-UML to build a consensus on the disputed issues for its timely drafting of a new constitution, ‘The Rising Nepal’ of February 5, 2012 writes. Leaders attending the meeting have realized that completing the constitution writing has been stalled due to the lack of trust among the major political parties.

Leaders of small parties have urged the prime minister to attend the Houses session and make clear about legalizing the revolutionary council’s decisions made during the insurgency.
