On February 22, 2009, the Nepali Congress (NC) decided to oppose the government's plan on nominating the representatives in the local bodies proportionally to the votes received in the elections for the Constituent Assembly following the agreement among the major political parties including the NC. The spokesman for the NC said that the NC opted for the elections for the local governments and until then continuing the all-party mechanism for functioning the local governments.

The Unified Communist Party of Nepal-Maoist (UCPN-Maoist) decided to replace Dr Baburam Bhattarai with Narayankaji Shrestha in the position of the Deputy Leader of the party in the Constituent Assembly (CA) and make Dr Baburam Bhattarai the Deputy Prime Minister according to the news released on February 21, 2009.

On February 22, 2009, the Supreme Court of Nepal hearing on the case filed for stopping the new recruits the Nepal Army had been making, issued a stay-order to the Nepal Army on new recruitments

On February 23, 2009, Hindus all over the world celebrated the Shiva-ratri. Hundreds of thousands of devotees visited Pashupati: one of the incarnations of Lord Shiva in Kathmandu, thousands visited Haleshe Mahadev in Khotang, Nepal; hundreds of devotees visited Lord Shiva at different shrines. Hindus believe that Lord Shiva appeared from the luminous Phallus called Lingam on this night; so, they called this night Shiva-ratri.
