Concerning Irregularities In Awarding Contract for Printing MRPs

July 11, 2010: some political leaders have been voicing against the awarding of the contract for printing machine-readable passports (MRPs) to a French company with their personal interest on the back of their mind. If they are really for following the rule of law they need to file a case at the Commission on Investigation into Abuse of Authority (CIAA) and make it the strong anti-corruption agency. However, the responsible state officials including the Prime Minister are disabling the CIAA, as strong CIAA would be certainly against their interest.

The Public Accounts Committee (PAC) should not encroach on the mandate of the CIAA. PAC and CIAA are two different agencies and have different mandates. Each of these two agencies needs to work following the rule of law and the state officials need to cooperate with them on investigating cases of abuse of authority and corruption. Then only, the elected officials and state officials would follow the rule of law.

PAC needs to work on correcting the irregularities in the state expenditures. The state has already accumulated a huge amount of irregularities in the state expenditures. So, PAC needs to work remedying such irregularities retrieving the advances taken by the elected officials that have been freely using the state money. PAC even needs to punish such politicians that have not followed the rule of law. If PAC members work on enforcing the rule of law then majority of the irregularities in the state expenditures would be corrected.
