Building A Consensus Government In Nepal

December 12, 2011: Chairman of Constitutional Committee Nilambar Acharya has said that a government with the participation of the influential political leaders need to be set up to expedite the completion of the peace process and the constitution writing and promulgating it in time.

The parliament has extended the term of the Constituent Assembly for six months. The government of the influential leaders is necessary to complete the peace process and the constitution writing within this period. The Supreme Court of Nepal has ruled that the parliament can extend the term of the Constituent Assembly for a maximum of six months for the last time.

President of NC Sushil Koirala has declared that his party would participate in the government only after the Maoist cantonments are vacated and the weapons are turned over to the government. President Koirala also has said that the parliamentary leader of his party Ram Chandra Poudel would be the next prime minister but his rival Sher Bahadur Deuba has been claiming the office of prime minister.

Mr Deuba has been fighting against the actions of President Koirala on dissolving the district committees of the party’s sister organizations. Mr. Deuba has been doing so because most of the district committee members are supporters of Mr. Deuba. He wants Koirala to correct his mistake of dissolving the district committees but Koirala is not in a mood to do so. So, Koirala needs to manage the dissident leaders of his party. He has asked Mr. Deuba to take back his resignation from the central working committee but Deuba has not complied with the request of Koirala and wants to fight against Koirala to make his position in the party strong.

Madheshi leaders and some of the leaders of UCPN-Maoist have been saying that the current government led by Dr. Bhattarai should be made a consensus government asking the NC and CPN-UML leaders to join in the government. However, NC leaders want the office of the prime minister saying it is their turn to lead the government.

At the same time, some leaders of NC and CPN-UML have said that their priority is to complete the peace process and the constitution writing not the forming of a consensus government.

The Disputes Resolution Sub-committee has yesterday submitted its work schedule, progress and decisions on various subject matters to the Constitutional Committee. If the Sub-committee completes its tasks as scheduled then the chance of completing the draft constitution is high. However, Chairman of Constitutional Committee Nilamber Acharya is not sure that the Sub-committee would complete its tasks as scheduled.

Chairman of Constitution Assembly Subash Nemwang is very optimistic that the constitution writing would be completed within six months as the peace process and the constitution drafting have been going on smoothly. He also has said that the State Restructuring Commission is in place even though belatedly and working hard to recommend the names and the number of states or provinces to be formed.
