On February 24, 2009, speaking at the interaction program at the Ministry of Finance, Minister of Finance Dr Baburam Bhattarai said that the government would not tolerate tax evasion any more; the Voluntary Declaration of Income Scheme (VDIS) was the opportunity for the business community to get relief from the tax problem. However, the business community has been saying that nobody would invest in Nepal if the government were committed to VDIS.
On February 24, 2009, President of Private and Boarding Schools’ Organization of Nepal (PABSON) Bhoj Bahadur Shah told the reporters that the private school management would turn over the schools to the government rather than paying the five-percent tax the government has imposed on the private schools. About a week ago, Finance Minister Dr Baburam Bhattarai said the government would not allow the students of private schools not paying the tax sit at the upcoming School Leaving Certificate (SLC) examinations.

On February 25, 2009, Japanese Ambassador to Nepal Tatsuo Mizuno and Nepalese Secretary to Ministry of Finance Rameshore Prasad Khanal signed on Memorandum of Understanding and exchanged it for the Japanese grant assistance of $ 6.82 million equivalent to Rs 542.70 million to Nepal for Food Aid in the Japanese fiscal year 2008 for providing food to the food deficit districts in Nepal.
