Revoking Previous government’s Decision

On June 18, 2009, the government headed by Prime Minister Madhav Nepal in a cabinet meeting has overturned the decision of the previous government on firing the Chief of Army Staff, and appointing Second-in-Command Kul Bahadur Khadka to Acting Chief of Army Staff.

The cabinet meeting also has decided to invalidate the decision of the previous government on condemning ‘the President’s action of directly writing a letter to the Chief of Staff and ordering him to stay on in the job’ and stating it the unconstitutional step and a ‘coup’.

On May 3, 2009, the Maoist-led government has fired Chief of Staff Rukmangad Katuwal for not following the government’s orders. Then the President on the same night has written a letter to Katuwal ordering him to stay on in the job.

On May 4, 2009, in a message to the nation, Prime Minister Prachanda has announced his resignation protesting the President’s unconstitutional action of directly writing a letter to the Chief of Army Staff.

On June 18, 2009, referring to the current governments decision, the spokesman for the UCPN-Maoist has said that the government reversing the previous government’s decisions on firing the indiscipline Chief of Army Staff and the unconstitutional step of the ceremonial President has maintained the supremacy of the army over civilian supremacy and condemned the government’s such decision.
