On April 16, 2009, speaking at the conference on ‘Concerns of Women And Children for Crafting a New Constitution of Nepal’ held by Mahila Adharshila in Kathmandu, Prime Minister Prachanda has said that the major task of integration and rehabilitation of Maoist combatants is prerequisite for crafting a new constitution smoothly. He also said that the new constitution would not be the sort of the constitution of 1990.

On April 16, 2009, spokesman for the government Krishna Bahadur Mahara told the reporters that the government set up a ‘Commission on State Restructuring’. The government has appointed Dr Ganesh Man Gurung to head the commission.

The spokesman also told the reporters that the government decided to set up 240 services centers called ‘Integrated Service Centers’ across the country to make the service delivery easy and available to all.

On April 17, 2009, the official of the Ministry of Finance has told the Radio Nepal anchor that the government has planned to make Nepal free from the foreign assistance after 16 years in other words in 2025. By that time, Nepal would not need the grant assistance and soft loans, and would accept only loans for large projects.

On April 17, 2009, a team of ministers such as Defense Minister, Finance Minister and Physical Planning and Works Minister making field visits to Manang and Mustang districts on April 17, 2009, and then to Bajura, Humla, Mugu and Jajarkot districts with the view to ascertaining the ground reality before formulating development plans for these districts.
