Convicting Former Secretary to Defense Ministry Of Corruption

November 22, 2012: hearing on the corruption case filed by the Commission on Investigation into Abuse of Authority (CIAA) today, the full bench of the Special Court comprising the Chief Judge of the Special Court Gauri Bahadur Karki and members such as Om Prakash Mishra and Kedar Prasad Chalise convicted former secretary to the Defense Ministry Chakra Bandhu Aryal of corruption, and awarded him 18-month jail term and imposed a fine of Rs. 6.62 million. The CIAA had claimed that former secretary Karki had misappropriated Rs 26 million. Secretary to any ministry of the Government of Nepal is the highest civil service position.
The same court had acquitted Mr. Kakri in 2007 stating the case filed by the CIAA in 2003 had passed the time limit of filing the case. So, the CIAA appealed the Supreme Court of Nepal for reopening the hearings on the case in 2011. Following the appeal of the CIAA, the Supreme Court ordered the Special Court to hold fresh hearings on the case.
