Legislature Runs Smoothly

On July 6, 2009, the United Communist Party of Nepal-Maoist (UCPN-Maoist) and Communist Party of Nepal-Unified Marxist and Leninist (CPN-UML) have agreed on running the legislature-parliament smoothly and addressing the issues of the UCPN-Maoist within a month. The Maoist members of the legislature has been holding the legislature hostage demanding the correction of the unconstitutional act of the so-called ceremonial President of ordering Chief of Army Staff Rugmangad Katuwal fired by Prime Minister Prachanda, to stay on the job.
On July 6, 2009, addressing the legislature UCPN-Maoist Chairman Prachanda has said that the Maoists will never let the counter revolutionaries that have been dreaming to fight against the Maoists on one pretext or another, and to impose a presidential rule. He also has said that the current government needs to ask explanation from Chief of Army Staff Rugmangad Katuwal who has sent a circular note alerting the army men and asking them to keep watch on the Maoist combatants at the cantonments bypassing the government if the current government is really for the civilian supremacy over the army. Chairman Prachanda also has said that other political parties have not been so keen to run the legislature but want to push the country to the political deadlock; so, the Maoists have pushed them to call for running the legislature smoothly.
Addressing the legislature from the same podium, Prime Minister Madhav Nepal has said that the government and the Maoists will sort out the issues put forward by the Maoists within a month, and also has said that opinions of other parties and the Maoists about the issues such as the unconstitutional step of the President and the civilian supremacy widely differ. In his address to the legislature, Madhav Nepal defeated in two constituencies has ironically claimed to be a people’s representative.
The local press has reported that Chief of Army Staff Rugmangad Katuwal has not been happy with the current government, as the Defense Ministry has put on hold the folder he has sent to promote Major General Toran Bahadur Singh to the Lieutenant General and to recruit 3,000 soldiers. Major General Singh has been charged for his involvement in the enforced disappearance of 49 people remained in the custody of the Bhairav Nath Battalion in 2003 when he was the commander of this Battalion. So, the UN has refused to take him as the Force commander of a UN Peace mission in Daffor. The UN also has provided the Government of Nepal with the evidences of the enforced disappearance of the 49 people and has repeatedly urged the Government of Nepal to punish the officers of the Bhairav Nath Battalion including Major General Singh involved in this crime. The local press also has reported that while Prime Minister is addressing the legislature, Katuwal has gone to meet with the President.
