Strength Of Not Working

July 9, 2010: officials at Custom Offices in Birgunj, Kakarbhitta, Bhairahawa, Tatopani and at International Airport in Kathmandu have stopped working causing stoppage of out-bound and in-bound goods at these checkpoints on July 08, 2010 in solidarity with their colleagues at the Custom Office in Biratnager where the Chief District Officer (CDO) has allegedly harassed one of their colleagues. The custom officials have stopped working at Biratnager demanding strong actions against the CDO since July 07, 2010.

Custom officials work under the Ministry of Finance whereas Chief District Officers work under the Ministry of Home. So, both the Ministry of Finance and Ministry of Home have sent their representatives to Biratnager and have started investigating the alleged misbehavior of the CDO with the customs official.

The state-run newspaper ‘The Rising Nepal’ of July 9, 2010 has reported that despite finding documentary evidences the two industries such as Bishal Chemicals and Bishal Tobacco had evaded taxes, no case had been filed against them. CDO Shashi Shekhar Shrestha had ordered to raid on Bishal Chemicals and Bishal Tobacco on April 2, 2010 for evading tax. The two industries had filed a case against the CDO and 11 other persons at the Appellate Court in Biratnagar. On Tuesday, the court had issued an order to let the industries operate.

It has been reported that the court had taken statement from Chief of Office Man Bahadur Poudel concerning the case filed by Bishal Chemicals. CDO Shrestha directed Poudel’s detention believing that the court issued the order in favor of Bishal Chemicals because of the Poudel’s positive statement about the industry.

On Thursday afternoon, July 08, 2010, Customs Officials across the country have started off working after the Ministry of Home has recalled CDO Shashi Shekhar Shrestha for questioning for misbehaving with Customs Officer Man Bahadur Poudel.
