Prime Minister Dr. Bhattarai Should Stop It

October 10, 2011: Prime Minister Dr. Baburam Bhattarai claimed to be the people’s prime minister should immediately stop the threatening notice published by the ‘Kathmandu Valley Drinking Water Management Board’ to the users of the underground water, and should not allow any government agencies publishing such threatening notices to the sovereign Nepalese people.

‘Kathmandu Valley Drinking Water Management Board’ has published a threatening notice titled ‘Public Notice to Users Of Underground Water’ on the ‘gorkhapatra’ of October 10, 2011 in its ninth page stating anybody using the underground water has to take a permission from this board following the ‘Drinking Water Management Act of 2063’; this board has asked the users of the underground water to take the permission from this board but most of the users have been using the underground water not taking the permission; so, if you don’t take the permission for using the underground water, you will be prosecuted following the law.”

‘Kathmandu Valley Drinking Water Management Board’ has been the most corrupt board and has been robbing the people for feeding the idle and useless hundreds if not thousands of its staff collecting the minimum charge for water supplying once a week and for the sewage management doing nothing for maintaining the sewerage system.

Nepalis have been suffering tremendously due to the short supply of water. Most of the people that can afford have been purchasing water from the private water-supplying companies others have dug wells and bore holes to pump up underground water using their limited resource for meeting their daily water requirement. Now, the ‘Kathmandu Valley Drinking Water Management Board’ responsible for supplying water to the people has threatened to prosecute whoever drawing the underground water. This board has been not less anti-people than the Rana and Shah rulers.

The underground water is the property of the people and any government should not claim it as the state property. So, everybody has the rights to draw the water at his/her property when this state-run useless board cannot supply water to the people doing nothing to the construction of the Melamchi Water Project.

The government needs to provide any body willing to draw water from the underground with subsidy as this board has totally failed in providing the people with water but this board has attempted on standing as an obstacle to the people pumping underground water. So, Prime Minister Dr. Bhattarai should immediately repeal any laws that deny the rights of the people to their property including the so-called ‘Drinking Water Management Act of 2063’ otherwise Nepalis would rise and fight against any government that robs the people and steals the people’s property such as water.

Currently, one leader after another taking the power from the sovereign people not only robbed the people but also has stolen their property. For example, making people difficult to use their property and possibly stopping the people from using the underground water, the government would rob the people.

So, Prime Minister Dr. Bhattarai if he wants the Nepalese people to prosper should immediately repeal such laws that rob the people and stop them doing any development activities.

Rana and Shah rulers had been the obstacles to the development of the people in the past. They had not only provided the people with any development opportunities but also stopped them doing any development activities. They robbed the people and stole everything possible from the people for supporting their unusually lavish life style. So, Nepalis have finished them off and set up the Federal Democratic Republic of Nepal, and would finish off any political leaders taking power attempting on doing so.
