Obstruction of House proceedings

Kathmandu, June 25, 2016: Lawmakers belonging to the NC have been stalling the proceedings of the House since last two days demanding the government distribute the NPR 200,000 to the victims of the quakes in one lot rather than in three installments for building the houses.
Lawmakers belonging to the CPN-UML have questioned the NC lawmakers why the NC government headed by late Sushil Koirala did not distribute the amount then but kept the quake victims waiting so long. Not only that the NC government left the rule of distributing the meager amount of NPR 200,000 in three installments when Prime Minister Koirala distributed NPR 3.5 millions to a single NC leader not to mention millions of NPR distributed to other NC leaders and cadres before leaving the office, keeping the quake victims high and dry.
Prime Minister KP Oli said in the House that he was not going to distribute the grants to the quake victims as a free lunch but would follow the rules set previously. Prime Minister Oli had made numerous promises to the quake victims and the common folks in general in sarcastic tones than seriously.
Why the NC lawmakers have so fussy about the grants to the quake victims the government was supposed to distribute. Some political analysts believed that the NC lawmakers wanted to atone for the sin they had committed not doing sufficiently for the quake victims while they wee in power. Now, they want to earn the sympathy of the people at least of the quake victims. In addition, they want to make the current government quite uneasy to run the administration.
Some other lawmakers questioned why the lawmakers had been suddenly so concerned with the distribution of the grants to the quake victims when they had recently been against doubling the allowances to the senior citizens single women, widows, and handicaps by the Finance Minister of the Oli government in the budget for the FY 2016. They even accused the Oli government of emptying the State treasury the NC government had filled up.
NC leaders Dr Ram Sharan Mahat was a finance minister when senior citizens had peacefully rallied demanding the allowances to the senior citizens is increased to NPR 3,000, and some of them died due to the exposures to the hot sun but Dr Mahat did not care about it.
