Setting Up Commission On State Restructuring

November 21, 2011:  A seven-member Commission on State Restructuring would probably be set up toady. It will have one each top leaders of the three major parties such as UCPN-Maoist, NC, and CPN-UML, and of the united front called UDMF of Madheshi parties, and three experts on the state restructuring.

The Interim Constitution of Nepal of 2007 has made a provision for setting up a commission on state restructuring but it has not been set up so far because of the opposition of the Madheshi parties and UCPN-Maoist.

The NC leaders have been the strong supporters of the commission on state restructuring and had not agreed on the proposal of the Madheshis and UCPN-Maoist leaders for an expert committee on the state structuring.

However, the NC leaders have shown flexibility on this matter and agreed on setting up an expert committee on state restructuring following the seven-point deal they reached on November 1, 2011.

Accordingly, the government presided over by Dr. Baburam Bhattarai has registered an 11th amendment to the Interim Constitution of Nepal of 2011 at the parliament secretariat for making a provision for setting up an expert committee on state restructuring.

Lawmakers belonging to the Vaidya group of UCPN-Maoist and of the indigenous and ethnic groups have vehemently opposed this bill on amending the Interim Constitution of Nepal of 2007 for making the provision for setting up an expert committee on state restructuring.

Leaders of UCPN-Maoist, NC and CPN-UML and of UDMF have signed off two-point deal on Friday, November 18, 2011 agreeing on setting up a commission on state restructuring following the Interim Constitution of Nepal of 2007 and on revoking the provision made in the seven-point deal for setting up an expert committee on state restructuring.
