Concern over Disappearance Bill

Obviously not satisfied with the content in the draft Bill on Enforced Disappearance, heads of missions of European countries and the US met with Home Minister Krishna Prasad Sitaula on January 14, and put forward their concerns over the draft Bill. They urged the Home Minister to make the drat Bill compatible with the Nepalese standard following the ruling of the Supreme Court of Nepal on enforced disappearance and with the international human rights standards. They also urged the Home Minister to enact a law with a provision for making enforced disappearance a criminal act, and make it effective retroactively.

They said, "Those who are guilty of crimes, both state and non-state actors, must be brought to justice if Nepal is to become a society where violence is not tolerated. Government action on disappearances and past human rights violations is key to tackling the wider issue of impunity in Nepal and an important step towards building a peaceful society based on the rule of law."
