Don’t Blame UNMIN For Your Incompetence: Pascoe

March 12, 2010: Speaking to the reporters in Kathmandu, visiting UN Under-Secretary-General for Political Affairs Lynn Pascoe said, “UNMIN is here to help. It should not take the blame for those who fail to shoulder their responsibilities to make the peace process work.”

Pascoe has said that the UNMIN could not share the actual number of the PLA and other information on them with the government following the understanding the government has reached with the Maoists. He has said that UNMIN needs to follow the understanding. So, the political parties and leader should not blame UNMIN for their failures.

Mr. Pascoe said, "UNMIN is here to help, but it can’t take the blame for those who can’t shoulder the responsibility of successfully concluding the peace process."

Concerning the Government’s request for confidential data on Maoist army personnel, on February 25, 2010, Secretary-General Ban Ki-moon’s Representative Karin Landgren has told Minister for Peace and Reconstruction Rakam Chemjong that the sharing of such data may be considered under suitable conditions, for example by the Joint Monitoring Coordination Committee (JMCC) in which the modalities for registration and confidentiality are originally agreed. Since then, ministers of the Madhav Government have criticizing the UNMIN for favoring the Maoists for not sharing the information on the PLA.

The JMCC is responsible for resolving questions concerning implementation of the Agreement on Monitoring the Management of Arms and Armies (AMMAA) under which the UN Mission in Nepal (UNMIN) monitors the compliance of both the former Royal Nepal Army and the Unified Communist Party of Nepal-Maoist (UCPN-Maoist) following the peace accord of 2006.

Mr. Pascoe has visited the third division cantonment of the People’s Liberation Army (PLA) at Shaktikhor in Chitwan on March 11, 2010. After inspecting the PLA cantonment, Mr. Pascoe has told the reporters that political leaders need to work on consensus politics leaving their differences behind. He has also said that the peace process in Nepal has not reached the state of worry.
