Army Integration Moving Ahead

April 15, 2012: About a half of the combatants previously chose to join the Nepal Army has opted for voluntary retirement indicating the combatants have been cooperating with the Army Integration Special Committee (AISC) on the army integration. Most probably they are not eligible for joining the Nepal Army following the standard set by the Nepal Army.

At the same time, the government at the cabinet meeting has today approved the Integration Work Plan of 2012 decided by the AISC to integrate the UCPN-Maoist former combatants into the Nepal Army; according to Minister for Finance Barshaman Pun, the government has decided to form the General Directorate with 6,500 Maoist combatants under the Nepal Army; the General Directorate is of four Directorates such as National Development Directorate, Industrial Security Directorate, Forest and Forest Resources Security Directorate, and Disaster Management Directorate, ‘The Himalayan Times’ of today writes quoting the state-news agency RSS.

The AISC also has decided to set up two separate selection committees: one presided over by Chairman of Public Service Commission (PSC) or a person designated by him and the other by a Nepal Army Officer. The committee presided over by the PSC is for the selection of the officer-level combatants while the one presided over by the Nepal Army officer is for the selection of combatants other than the officer-level.

According to the news in the ‘Hindustan Times’ of April 15, 2012, the Maoist combatants will receive one position of Colonel and two Lieutenant Colonels; selected officers will receive a nine-month bridge course while non-officers will receive seven-month training; all of them will take three more months of rank-specific training; only the combatants with clean background will join the Directorate.

Displeased combatants disqualified by the Army Integration Special Committee have held a sit-in rally at the headquarters of the UCPN-Maoist demanding compensation equal to that of opting for voluntary retirement, ‘The Himalayan Times’ of today writes
