Legislature Passed Three Bills

On November 25, 2009, the legislature has completed passing three bills: Appropriation Bill of 2006, National Debt Recovery Bill of 2066 and Seventh Amendment to Debt and Guarantee Bill. Maoist legislators have stopped blocking the legislature for passing these bills. Once the business of passing the bills is completed the Maoist legislators are to block the business of the legislature again.

The current government has been the helpless onlooker of not being able to resolve the political problems cropping in the country and has been at the mercy of the Maoist legislators for even passing the budget for the FY 2009 (2066), and has been at the mercy of the top leaders of the three major political parties such as UCPN-Maoist, NC and CPN-UML for acting on resolving the political deadlock. They have been saying that they will set up a high-level political mechanism for the consensus politics and for forming a national government. The current majority government has been ethically weak and will be well off resigning rather than sticking to the position.

NC President Girija Prasad Koirala has been holding meetings with Chairman of UCPN-Maoist Prachanda and of CPN-UML Jhalanath Khanal for breaking up the current political deadlock. NC President Koirala has been very smart to manipulate the political situation in his favor in the past. Currently, too, he must be doing the same thing to recover the lost opportunity of being the first President of Federal Democratic Republic of Nepal.
