Polices and Program of Government

On September 10, 2008, the President of Nepal read out polices and programs of the Government of Nepal presented by Prime Minister at the Constituent Assembly.
The document says that the crafting of a new constitution will be completed within the deadline; integrate the People’s Liberation Army members with the Nepali Army within six months; make the civil service inclusive; strengthen the Commission on Investigation into Abuse of Authority providing necessary resources for corruption control; set up various commissions following the agreements; and implement all agreements the Government signed with all parties.
Concerning the infrastructure development, the document says that the Government will survey the Lhasa-Kathmandu-Pokhara-Lumbini-Chitwan-Kathmandu railway line; build fast track roads linking Kathmandu and other roads linking all district headquarters particularly the Karnali area; build 10,000 megawatt hydropower during the next ten years.
The Government will work for an economic revolution in partnership with the private industrialists and businesspeople for the short-term and long-term economic development; commercialize agricultural production; ease the supply of petroleum products.
For social development the government will launch dalit empowerment programs and women’s development programs for doing away with all sort of discrimination and exploitation.
The law courts will be strengthened and decentralized to provide the people with justice at low cost.
The government will follow the UN charter for panchaseel as its foreign policy, open new embassies as required. The government will review all treaties Nepal with other countries had signed in the past. The government will create an environment for returning Bhutanese refugees with dignity.
The document is quite long and it took one full hour for the president to read it out.
