Peace Process And Constitution Writing In Nepal

March 16, 2012: Leaders of the CPN-UML have given the government a week to complete the peace process following the seven-point agreement otherwise they would resort to movement, at the same time, objecting the proposal for the army integration Prime Minister Dr Baburam Bhattarai presented at the Army Integration Special Committee (AISC) stating the proposal was not compatible with the seven-point agreement reached on November 1, 2011, ‘The Rising Nepal’ of today writes. They also have directed the party leaders and lawmakers not to leave the country for foreign visits until the process of peace and constitution are completed.
Leaders of UDMF have yesterday said that any constitution without federalism is not acceptable to them, as it goes against the mandate of the decade-long people’s war, popular April uprising and Madhes revolution, ‘The Rising Nepal’ of today writes.
This is the warning to Sher Bahadur Deuba that has said federalism is out of question, and to the cadres of Rastriya Janamorcha Front that have called the shutdown in eastern Nepal protesting against federalism. Federalists have put up a fight against the protestors, and chased them away according to the news posted on the websites of the Nepalese media.
Members of the central committee (CC) and politburo of the UCPN-Maoist in a meeting held at the residence of Chairman Prachanda yesterday decided to expedite the army integration to create an environment conducive to the constitution writing. "We concluded that speeding up the conclusion of peace process, especially the army integration process, is necessary so that we can focus on constitution writing," ‘The Rising Nepal’ of today quotes Maoist politburo member Agni Sapkota. "They (the dissenting faction led by senior vice-chairman Mohan Baidhya Kiran) have been organizing meetings and gatherings which are against the party decision. Still, we have decided to hold discussions with them and go to the people making uniform programs, not separate ones," Sapkota said. Vice-chairman of UCPN-Maoist Kiran on Tuesday warned that his faction would launch a movement for peace and constitution if the party did not come up with programs following the decision made in the last CC meeting.
