Is State Coffer Empty?

Kathmandu: Presenting a White Paper at the House of Representatives on Friday, March 30, 2018, Finance Minister Dr Yubaraj Khatiwada has said that the State treasury is without money. He also blamed the privatization of the State-owned enterprises for the poor economic performances the country has since 1990. He has seen only problems without solutions.
Talking to the reporters in Pokhara on March 31, 2018, Minister for Culture, Tourism and Civil Aviation Rabindra Adhikari said that the state coffer is empty and concurrent plans cannot be implemented without NPR 1000 billion financial aid from various donor agencies, the news in “The Himalayan Times” stated.
However, if anybody has read the “artha bazaar” supplement to the “gorkhapatra” March 26, 2018, s/he will find the balance sheet of Nepal Rastra Bank for the month of Falgun (Feb/March) in which the balance of the State deposit is stated at NPR 272.38 billion.
Now, the question is whether the State coffer is empty or not. Could the ministers say that the country that has the annual budget of 2,500 billion, with the current deposit of almost 11 percent of the annual budget has no money in its State treasury?
Where went wrong, whether the ministers are wrong or the Nepal Rastra Bank? Everybody must be quite sure that Nepal Rastra Bank could not be wrong.
