On Sunday, March 08, 2009 the Supreme Court of Nepal issued a stay order to the new recruits of the People’s Liberation Army (PLA). The Chief of PLA has started off the process of recruits in retaliation to the new recruits of the Nepal Army. The United Nations Mission in Nepal (UNMIN) has said that the new recruits both by the PLA and the Nepal Army go against the Comprehensive Peace Agreement between the government and the rebel leader. Some legal experts said that the stay order issued by the Supreme Court of Nepal to the PLA put both the PLA and the Nepal Army at the equal footing going against the Interim Constitution whereas other legal experts said that both the armies have equal status as both of them draw salaries and other benefits from the same government. The PLA chief said that he would defy the stay order if the Nepal Army did not stop the recruitment.

ON March 07, 2009, speaking to Non-Resident Nepalese (NRN) in the Netherlands, Foreign Minister Upendra Yadav said that the government would soon adopt a flexible policy on the dual citizenship of and property ownership to NRN according to the Nepalnews.com Mar 09. The NRN community has been demanding the dual citizenship for them for some time. The Maoist-led Nepal Government has taken it favorably but their actions have not matched to the sympathy shown to the NRN.

On Monday, March 09, 2009, the Cabinet has made a decision on using handmade paper for the official purposes. Nepal has a tradition of making paper from the skins of bush called Lokta, and of using such papers for official purposes. This will provide 5,000 families with employment and save about Rs 10 million according to the Nepalnews.com Mar 10 09
