Council Of Ministers Yet To Take Shape

February 9, 2011: even after six days of electing new prime minister and three days after the prime minister taking the oath of office, the coalition of the UCPN-Maoist and CPN-UML has not been able to form a new cabinet to run the country clearly indicating how smart our political leaders are.

The two parties have been engaged in discussion on sharing in the number of ministerial portfolios and also taking the vital ministerial portfolios. At the same time, the members of the CPN-UML have been holding intense discussion on who should get what ministerial portfolio.

Although, both the political parties have agreed on not giving any portfolios to not directly elected to the parliament, the unelected CPN-UML members have been claiming for ministerial portfolios. So, Prime Minister Khanal needs to act very fast and firmly to form a new cabinet to put the country distorted by former Prime Minister Madhav Nepal on track. 

According to the news reports, the standing committee of the CPN-UML has endorsed the agreement reached between Chairman of UCPN-Maoist and CPN-UML before voting on a prime ministerial election, with the conditions of amending it for changes in words or terminology.

Obviously, Chairman of CPN-UML Jhalanath Khanal has agreed on giving the portfolio of Home Ministry to UCPN-Maoist but the CPN-UML leaders don’t want to give it in thus creating a problem of forming a new cabinet. Following the agreement the UCPN-Maoist has the claim for the Home Ministry.

Speaking at the inaugural function of the national conference of Progressive Technical Students Association, one of the Vice-chairmen of UCPN-Maoist Dr. Baburam Bhattarai on Tuesday, February 8, 2011 has said that if political parties fail in materializing the political changes, people’s revolt will be the only alternative, and has accused political parties other than his of not being able to accept the political change, ‘The Rising Nepal’ of February 9, 2011 writes. He has said that UCPN-Maoist has supported the CPN-UML-to lead a new government after the reactionary forces have stopped his party from forming a new government. However, the CPN-UML has already deceiving his party not complying with the agreement the two parties leaders have reached.

In a press statement released on Monday, February 07, 2011, Amnesty International (AI) has urged the new Government of Nepal to give the priority to bring the human rights violators to justice, set up relevant commissions, to compensate the victims and to implement the human rights components of the Comprehensive Peace Agreement.

The statement has also said that the new constitution of Nepal to be promulgated in May 2011 needs to comply with the international human right standards.

The House session scheduled for today has been called off and is shifted to Thursday, February 10, 2011 hoping Prime Minister Khanal will by then be able to put together a new cabinet and will address the House.
