Kathmandu-Hetauda Fast Track

October 30, 2009, the state-run Radio Nepal has aired that the World bank and the Asian Development Bank have been putting pressure on the Government of Nepal not to build the Kathmandu-Hetauda fast track on its own.

Finance Minister in his budget for the fiscal year 2009 (2066) has stated that the construction of the Kathmandu-Hetauda will start off on July 16, 2009 in other words the first day of the new fiscal year 2009.

After about three months, the government has said that the government is transferring Rs 100 million to the Nepal Army for starting off the construction of the Kathmandu-Hetauda fast track.

Again a few days ago, the state-run Radio Nepal has aired the news stating the government is transferring Rs 100 million through the Ministry of Physical Planning and Works to the Nepal Army for constructing the Kathmandu-Hetauda fast tract.

This repeated news of the construction of the Kathmandu-Hetauda fast tract has stimulated a few questions concerning the construction of the Kathmandu-Hetauda fast tract.

First, why the multi-later banks need to stop the Government of Nepal from building the fast tract?

Second, how could the government transfer the money without the legislature passing the budget for the fiscal year 2009?

The idea of the constructing the fast track has been floated since Girija Prasad Koirala became the Prime Minister for the first time. At that time, some foreign private investors were interested in building the fast tract but the government of Girija Prasad Koirala did not permit the foreign private companies not getting commissions from them.

The Kathmandu-Hetauda fast tract will save a lot of time, fuel and wear and tear of machines and tires for the commuters traveling back and forth between Kathmandu and Hetauda. So, the government needs to give it a first priority in building road infrastructures.
