Meeting Of Black Cap With Blue Turban

October 22, 2011: Nepalese Prime Minister Dr. Baburam Bhattarai wearing Nepalese black cap met with his Indian counterpart Dr. Manmohan Singh wearing blue turban at the Hyderabad House yesterday for the official talks and then for being the witnesses for the three deals signed off by the officials of the two countries.

Nepalese politicians particularly belonging to the CPN-UML have raised several questions including the nitty-gritty of the protocol of receiving the Nepalese prime minister by the Indian officials. They have done so either by jealousy what Dr. Bhattarai has done in India what anyone of the Nepalese prime ministers could not do or they just want to discredit him for anything he does in India as they are in the opposition.

Nepalese Prime Minister Dr. Baburam Bhattarai has not only taken something from the Indian authorities but also has given something to them. The most important thing Dr. Baburam Bhattarai has given them is the display of his capability in dealing with the Indian politicians. He has shown that he could stand on a par with the Indian politicians and ministers including the Prime Minister.

Formalizing the Bilateral Investment Promotion and Protection Agreement (BIPPA), Dr. Baburam Bhattarai also has given the much-needed protection to the Indian investors of their investments in Nepal. Indian Finance Minister Pranab Mukherjee and Nepalese Minister for Industries Anil Jha have signed off the BIPPA in the presence of Nepalese Prime Minister Bhattarai and Indian Prime Minister Singh. KP Oli of CPN-UML and Dev Gurung of UCPN-Maoist have opposed this deal.

Secretary to Nepalese Ministry of Commerce and Secretary to Ministry of External Affairs of India have signed off the agreement on India providing Nepal with the grant assistance for a goiter control in Nepal.

Joint Secretary to Nepalese Ministry of Finance and Executive Director of Indian Exim Bank have signed off the Memorandum of Understanding on providing Nepal with $250 million loan at the annual interest rate of 1.75 per cent for funding infrastructure projects.

Nepalese Prime Minister Dr. Baburam Bhattarai has to skip the meeting with Indian National Congress President Sonia Gandhi because she has been unwell. She had undergone a surgery for the undisclosed ailment abroad.
