On January 28, 2009, talking to reporters and representatives of human rights activists and civil society, Chairman of National Human Rights Commission Kedarnath Upadhyaya said that criminal activities had been in rise in the country, as the criminals were going free with impunity; the police arrest criminals but the political parties in power set them free.

On January 29, 2009, Executive Director of the Employment Promotion Board (EPB) Sthaneshwor Devkota said that Nepalese workers laid off in Malaysia would receive compensation for their job loss from the welfare fund set aside for the welfare of workers. However, workers have to prove that they were laid off due to the global economic meltdown.

In order to enforce the commitments made by the Prime Minister in his address to the nation delivered on Sunday, January 25, 2009, the Council of Ministers promulgated several ordinances. They are Ordinances on: Investment Board headed by the Prime Minister, Special Economic Zones, and Commission on whereabouts of missing people.

On January 30, 2009, opposition party leader and former Prime Minister Girija Prasad Koirala opposed the promulgation of the ordinances saying the government needed to introduce the ordinances while the House was in session; it undermined the parliamentary democracy.

Concerning the allegations of the government undermining the parliamentary democracy promulgating the ordinance made by opposition leader Girija Prasad Koirala, Maoist Minister for Law and Constituent Assembly Affairs, Dev Gurung said that the ordinances were for putting the programs of the government on the fast track not undermining the democracy.
