On March 20, 2009, United Nations High Commissioner for Human Rights Navanethem Pillay complained to Prime Minister Prachanda about the never-ending impunity in Nepal. The Prime Minister in turn acknowledged the government’s inability to do away with the culture of impunity prevailing in the country because of the political transition.
On March 21, 2009, in the morning news the Radio Nepal said that in a written statement, British Minister of State for Defense Kevan Jones announced the rise in the Gurkha Pension Scheme of 14.1 percent to match with the rate of inflation in Nepal.
On March 22, 2009, the Radio Nepal in its morning news said that Prime Minister Prachanda was going to reshuffle the cabinet soon and courted Nepali Congress President Girija Prasad Koirala to join the cabinet. Other local newspaper reported Nepali Congress leader Bimalendra Nidhi was for joining the cabinet; however, spokesman for Nepali Congress Arjun Narsingh KC said that it would be suicidal to join the cabinet.
