Encountering Glitch In Completing Constitution And Peace Process

January 7, 2012: Prime Minister Baburam Bhattarai has been seriously saying that constitution writing and peace process will be completed by May 28, 2012: the last deadline for completing these two nationally important tasks.
However, these two tasks have encountered a glitch. Speaking to the anchor of the morning program called ‘antar-sambad’ of the state-run Radio Nepal today, Janardan Sharma ‘Prabhakar’ has said that the NC has been putting a halt in completing the crafting of a new constitution backtracking from the previously agreed on the governance system and taking stand on the parliamentary system. Mr. Sharma also has said that the NC leaders have made a decision on not backtracking from the stand on the parliamentary system saying this is the best time for putting pressure on Prachanda for agreeing on the parliamentary system.
Recently, a columnist called Shyam Shrestha has written in ‘gorkhapatra’ of June 01, 2012 that the NC leaders not compromising on the governance system have adopted the strategy of splitting the UCPN-Maoist, as the Vaidya group of that party would split from the UCPN-Maoist if Prachanda agreed on the parliamentary system. NC President Sushil Korala has been saying that his party will not backtrack from the stand on the parliamentary system of governance at any cost to the nation.
If you carefully listened to Janardam Sharma what he said to the anchor of the ‘antar sad’, you will understand that this strategy of the NC leaders not backtracking even an inch from the stand on the parliamentary system will bring Vaidya and Prachanda together to adopt a new strategy of completing the peace process and the constitution writing.
Concerning the peace process, Mr. Sharma has told the anchor of ‘antar sambad’ that the integration of the combatants have been stalled because of the not clear stand of the political parties on how to deal with the combatants that have wished to be integrated with the Nepal Army but they have no slots, as the number of combatants wishing to join the Nepal Army is 9,500 and the agreed number of combatants to be integrated is 6,500, what to do with the 3,000 combatants is not clearly stated in the Seven-point deal the major political parties have reached. So, the peace process has been halted as the constitution writing has been due to the NC leaders not backtracking from their stand on the parliamentary system.
At the same time, the Constituent Assembly has made some changes in the calendar of operation of completing the constitution writing following the change made by the Constitutional Committee in the schedule for submitting a draft report to the Constituent Assembly. The Constitutional Committee has changed the schedule for submitting a draft constitution to the Constituent Assembly from January 4, to January 29, 2012.
However, the Constituent Assembly has agreed on the Constitutional Committee preparing the draft on the rest of the constitution keeping aside the hotly debated issue such as the system of governance.
