Deploying Nepal Army For the Security Of Upper Karnali Hydropower Project

June 29, 2011: allegedly local people but the Maoist cadres have burnt down the campsite of the GMR that has received the license for surveying the 900 MW Upper Karnali hydropower project in far western Nepal protesting the government granting the license to the company going against the national interest and certainly of the local people according to the Indian media reports.

The protestors have claimed that the construction of the 900 MW Upper Karnali hydropower project in western Nepal would not benefit the local people and the nation, too; therefore, they want the government to scrap the license.

On June 16, 2011, in response to the protest, the government has decided to deploy the Nepal Army for the security of the GMR and its staff and property. The local Maoists have vehemently opposed it. Some Maoists have even claimed that the deployment of the army would go against Comprehensive Peace Agreement the government of Nepal had signed with the Maoist party five years ago. They have also said that the government could deploy the Nepal Army only in the case of a state of emergency following the Interim Constitution of Nepal of 2007; therefore, the government’s decision on deploying the Nepal Army was unconstitutional.
