Release Of The Nepal Conflict Report

October 8, 2012: The United Nations High Commissioner for Human Rights has released ‘The Nepal Conflict Report’. The Core Messages of the Nepal Conflict Report are 1) Under international law, the Government of Nepal has a fundamental obligation to investigate and prosecute serious violations of international human rights law and international humanitarian law that were committed during the conflict; 2) Where there is a reasonable basis for suspicion that a serious violation of international law occurred, these cases merit prompt and independent investigation by a full judicial process; 3) The transitional justice mechanisms are an important part of the transitional justice process but should complement criminal processes and not be an alternative to them

The Nepal Conflict Report documents and analyses the major categories of conflict-related violations of international human rights law and international humanitarian law occurred in Nepal from February 1996 to 21 November 2006.

The Report aims at assisting the people of Nepal in realizing a transitional justice strategy, in combating the prevailing impunity and enabling the conflict’s many victims to obtain justice.

“During the many years I worked for justice and the realization of human rights around the world, I have seen that both the failure to combat impunity and the denial of justice only served to encourage further serious violations. I therefore offer this Report and the accompanying TJRA to the Government and people of Nepal, to assist them in their essential endeavor of building a sustainable foundation for peace and recovery from Nepal’s violent and tragic conflict,” said Navi Pillay, United Nations High Commissioner for Human Rights
