Rs 300.64 Billion Budget For The Remaining FY 2012

November 20, 2012: the head of state President Dr. Ram Baran Yadav issued the Rs 300.64 billion budget for the remaining eight months of the fiscal year 2012 by the presidential decree today despite the opposition of the NC and CPN-UML leaders that wanted to make the budget instrumental in tearing down the current government. 

The partial budget for four months the president had previously issued expired on November 15, 2012. Even after the country had been without the budget for several days, the president had insisted on building a consensus on the budget, and finally the president urged the prime minister and the finance minister to bring only the partial budget as done in the past but the coalition government of the UCPN-Maoist and the UDMF decided to submit the remaining full budget even though the opposition had been disagreeing on it. 

The government also has set the month of Baishak (April-May) for holding elections to a new CA. Information Minister Raj Kishor Yadav said that the date of elections would be set after the consultations with the opposition parties, according to THT ONLINE. 

"We, the agitating political parties, have concluded that the decision of the government (on the budget and the poll date), which has completely lost legitimacy as it failed to conduct the election it had declared earlier, has pushed the country towards more political uncertainty, disagreements and a constitutional crisis," a joint statement issued by the opposition parties said, writes nepalnews.com. 

While the government has forwarded the Rs. 300.064 billion budget for "remaining eight months" to President for endorsement, a writ has been filed by Advocate Udhav Prasad Chaulaghain at the Supreme Court of Nepal today against the President Dr Ram Baran Yadav for holding back the ordinances submitted by the government for approval; the writ says that the President has ‘ illegitimately blocked’ the ordinances relating to education, health, and formation of Truth and Reconciliation Commission, according to the news posted on thehimalayantimes.com 

The opposition leaders said that the government brought out the budget unilaterally, and labeled the announcement of the poll date as conspiracy.
