December 4, 2012: speaking at a function held by the Unified Newa Morcha at Itumbahal in Kathmandu today to mark the Nepal New Year of 1133, Chairman of UCPN-Maoist Prachanda said that reaching the 12-point understanding, former leader of NC Girija Prasad Koirala was really wanted Nepal to be a Federal Democratic Republic but the current NC leaders unwilling to reach a package deal on all issues made us to suspect whether NC leaders did really want to accept the reality of federalism and federal states whether they realized the importance of the 12-point understanding and the people’s movements.
Chairman of UCPN-Maoist further said that the position of prime minister was not so important; let us resolve first of all the contentious issues in a package and then talk about the office of prime minister but the NC leaders wanted first the office of prime minister rather than resolving the thorny issues; the current prime minister was the elected by the parliament, then he announced the elections to a new CA, and he was the leader of the largest political party; so, he was the most legitimate prime minister if everybody were to follow the rule of law and the parliamentary system but the so-called defenders of the parliamentary system did not want to recognize these facts.
