Honor People’s Suggestions But No Naming And Delineating Provinces

Issue July 2015

KTM Metro Reporter

July 23, 2015: speaking at the anniversary of the founding father of communist party of Nepal: Psuhpalal Shrestha, chairman of CPN-UML KP Oli said that the common folks’ suggestions would be incorporated in a new constitution but naming and delineating provinces would not be done. Chairman Oli simply brushed off that the naming and delineating provinces was one of the many major demands of the majority of the people.

NC and UCPN-Maoist were for the delineation of provinces but CPN-UML leaders had been against it stating it would delay the constitution, the news posted on ekantipur.com stated on July 23, 2015. Chairman of UCPN-Maoist Prachanda had in fact started off discussion with the Madheshi leaders on this subject matter. Dr Baburman Bhattarai of UCPN-Maoist had been campaigning for the direct elections to either the president or the prime minister.

Speaking at the Reporters’ Club in Kathmandu on July 23, 2015, chairman of RPP-Nepal Kamal Thapa said that he was for the direct elections to the president or the prime minister, and his party would vote for it for making the two-thirds majority if the UCPN-Maoist and CPN-UML were for it, too clearly indicating that the NC was totally against it.

National Human Rights Commission (NHRC) has said that making ‘the provision for the citizenship by the descent only for the offspring of both the mother and the father are Nepalese’ goes against the human rights. NHRC stated that citizenships should be made available to the children through the mother or the father instead of ‘the mother and the father’ as made the provision for in the preliminary draft constitution. NHRC also said that the provision made for the citizenship only through the father ‘s lineage violated the rights of the mother.
