Is Consensus Closer Reality?

September 2, 2012: speaking at the party’s Ideological Training Program held by the Mithila Madhes State Committee in Janakpurdham yesterday, Chairman of UCPN-Maoist Prachanda said that in view of the talks held among the political leaders, a national consensus might be built in a few days and end the current political deadlock. The Federal Democratic Republican Alliance formed by the pro-federal-21 parties had sent the tremor of an earthquake of eight Richter scale to the NC and CPN-UML, and that alliance forced the opposition parties to build a consensus; however, parties would go for fresh polls if the parties failed in reviving the dissolved CA, said Prachanda, writes ‘HIMALAYAN NEWS SERVICE’. Chairman Prachanda also told the training participants that his party would not allow the opposition parties to head the next government if the NC and CPN-UML did not agree on identity-based federal structure.

The NC Central Working Committee (CWC) at its meeting held at party headquarters in Sanepa today decided not to participate in an interaction to be held by the Federal Democratic Republican Alliance (FDRA) led by Chairman of UCPN-Maoist Prachanda on September 4, 2012 in Kathmandu in an effort on building a consensus on many issues concerning the constitution writing, and on formation of a consensus government, writes nepalnews.com.
The opposition coalition of NC and CPN-UML has been for taking back the power lost to the coalition of the UCPN-Maoist and UDMF since August 2011 when the coalition of the UCPN-Maoist and UDMF voted for forming a new government headed by Dr. Baburam Bhattarai rather than settling the contentious issues concerning a new constitution. The opposition coalition has been pushing the Head of State of President Dr. Ram Baran Yadav to fire the current government and appoint one of the opposition leaders to the office of prime minister since May 27, 2012: the day CA was dissolved but President Yadav has been resisting the pressure of the opposition coalition stating he would not cross the limits of the constitution. On Friday, August 31, 2012, President Yadav invited leaders of UCPN-Maoist, NC, CPN-UML and UDMF to his official residence and clearly told them that they should either build a consensus on reviving the dissolved CA for promulgating a new constitution or go to polls for electing a new CA. Since, then, the opposition coalition has been talking to the ruling coalition. However, both the ruling and opposition coalitions have not stepped out their original stand on federalism and federal structure.
