Prime Minister Jhalanath Khanal has lost the legitimacy to stay on in office after the YAN he has set up has openly engaged in the criminal activities. So, Mr. Khanal needs to quit the office on the ethical ground otherwise he would be the head of the criminal gang that runs the administration.
