UNMIN And China visit Of PLA Members

October 25, 2010: speaking at the Reporters’ Club, officiating Minister for Peace and Reconstruction Rakam Chemjong has said on Saturday, October 23, 2010 that the current officiating government will ask the UNMIN to clarify why a dozen of commanders of the Maoist combatants have visited China without taking permission from the Army Integration Special Committee (AISC) that is responsible for managing and rehabilitating the Maoist combatants, ‘The Rising Nepal’ of October 24, 2010 writes.
The officiating minister needs to know that UNMIN is not responsible for the conduct of either the PLA Army or the Nepal Army because it has the mandate only to monitor the activities of the two armies not to regulate them. So, the Chief of the UNMIN has repeatedly told the responsible persons in the government but the officiating minister does not want to understand it. For anything the PLA members do the government has been responsible; the government cannot control the PLA means the officiating Madhav Government is the most incompetence. According to the recent deal the UCPN-Maoist has reached with the government, the PLA has directly come under the AISC but obviously the AISC has been unable to manage the PLA, yet.
Speaking to the reporters at the Simara Airport in Rautahat on the morning of October 24, 2010, officiating Prime Minister Madhav Nepal has said that the government will take actions against the Maoist People's Liberation Army (PLA) commanders who have gone to China without first informing the government and the Army Integration Special Committee (AISC) mepalnews.com writes.
Madhav Nepal has said that he will do many things in the past concerning the army integration and the extension of the term of UNMIN but he has repeatedly shown that he has not been able to keep his words. For example, he has said that he will not extend the term of UNMIN at any cost but ultimately he has requested the UN Security Council to extend it. The Security Council has extended the term of UNMIN saying it is the last extension of the term of UNMIN, no more extension in the future as the Security Council has realized that it has been never ending process.
UCPN-Maoist politburo member Janardan Sharma, Deputy PLA Commander Chandra Prakash Khanal, Chief of Maoists´ Integration Bureau Barsha Man Pun, Lawmaker Onsari Gharti, PLA Divisional Commanders Suk Bahadur Roka Magar, Tej Bahadur Oli and Mahendra Shahi had left for China on October 15, 2010 according to the news of the myrepublica.com of October 24, 2010.
The PLA commanders have said that they have visited China in their personal capacity not as officials of the PLA; it has nothing to do with the government or AISC.
On Saturday, October 23, 2010, speaking at a function held by ‘Nepal Shilpakar Samaj’ in Bhaktapur, Chairman of Nepal Workers’ and Peasants’ Party (NWPP) Narayanman Bijukchhe has said that the current visit of Chairman UCPN-Maoist Prachanda to China is his strategy to offset the influence of the southern neighbor India on forming a new government and to achieve his ambition of getting into the government, however, his dream will not be met because India knows the tactics of Prachanda very well, the online ‘The Himalayan Times’ of October 23, 2010 writes.
About four months ago, China has invited 200 foreign leaders to participate in the closing ceremony of the Shanghai Expo of 2010 in the last week of October 2010. Prachanda is one of the 200 invitees. Chinese authorities must have realized that Nepal has also a leader that can speak in the international arena. So, they must have given Prachanda an opportunity of speaking at the closing ceremony in Shanghai.
