Constitution Or No Constitution

May 21, 2010: the Nepalese media have been full of stories about the Maoists promulgating their constitution on the streets on May 29: the day after the expiry of the deadline set for promulgating a new constitution making Nepalis fear of the political consequences and the possible violence on the streets, and the Government of Nepal has put on alert the army, armed police force and the regular police for any possible events.
After the meeting of his party held in Dhulikhel on Thursday, May 20, 2010 speaking to the reporters, Chairman of UCPN-Maoist Prachnada has made it clear that his party is going to unravel the draft of a new constitution not the constitution that the media have widely publicized on May 29, 2010 if the Constituent Assembly is dissolved; the political parties will come to the consensus on extending the term of the Constitution that will become defunct after May 28.
He has also said that the Constituent Assembly has been inactive for the last one year so all-political parties need to work on reactivating it again. He has blamed the ruling political parties for the political deadlock and for not working the Constituent Assembly, as they have not been in a mood to compromises on any issues they have been standing on; so they could not work on the consensus politics.
He has pointed out that the main contentious issue has been the integration and rehabilitation of Maoist combatants as the ruling parties are for integrating only a limited number of combatants while his party could not agree on the number of combatants put forward by other political parties for integration.
Previously, the UCPN-Maoist has put forward the condition of forming a new government under the UCPN-Maoist leadership for voting for extending the term of the Constituent Assembly. The UCPN-Maoist has also called off the plan on a cadres training scheduled for May 18 and the nationwide protests for May 25.
