On January 27, 2009, the Constitutional Committee set up by the Constituent Assembly for crafting a new constitution set up five sub-committees: one each on preamble, title, amendment, a state of emergency and political parties to craft drafts of these sections of the future constitution. The Constitutional Committee unanimously elected constituent assembly members Khimlal Devkota, Sapana Pradhan Malla, Nilam Verma, Nilamber Acharya and Laxman Lal Karna to head the sub-committees. The deadline for submitting the drafts is set for mid February 2009.

On January 27, 2009, Defense Minister Ram Bahadur Thapa said that the government instructed the Nepal Army to stop the process of recruiting new army men, as the Comprehensive Peace Agreement does not allow both the Nepali Army and the People’s Liberation Army to recruit new soldiers, and would take strong actions if the army would defy it.

On January 28, 2009, Nepali Congress Vice President Ram Chandra Poudel said that the government was intimidating the Nepal Army (NA) probably referring to the statement of the Defense Minister.

On January 28, 2009, Maoist Leader Mohan Baidya talking to the Kantipur FM blamed a section of army top brass for disobeying the government's instructions in the recruitment issue at the time when the relation between the government and the army has to be cordial according to the Nepalnews.com Jan 28 09

On January 27, 2009, in a press conference held on the premises of the Neuro Hospital at Bansbari, renowned Nepalese Neuro Surgeon Dr Upendra Devkota said that Deputy Prime Minister with the portfolio of Home Bamdev Gautam’s severe headache was due to the thickening of  blood in a nerve supplying blood to the brain; taking prescription drugs for six months would ease the ailment. However, Deputy Prime Minister Gautam was flying to Bangkok for further treatment according to the local news.
