Building Consensus Government And UCPN-Maoist’s Consensus Policy

January 3, 2012: Talking to reporters at Biratnagar Airport yesterday evening, Prime Minister Dr. Baburam Bhattarai has said that the Maoist-led government has succeeded to break the political deadlock that has stalled the peace process and the constitution writing for the last fours years, and would complete the remaining tasks of the peace process and the constitution writing; he will lead a consensus government, as the environment of trust among the political parties has been built; it would be unfortunate to the nation if his government is toppled even in this situation, ‘The Rising Nepal’ of today writes.

Twenty-month reign of Madhav Nepal and six-month reign of Jhalanath Khanal had been totally wasted on doing nothing concerning the peace process and the constitution writing. The NC was responsible for the reign of Madhav Nepal, and the UCPN-Maoist was responsible for the reign of Jhalanath Khanal. Both these guys had been proved to be worthless corrupt politicians that had born to steal the taxpayers’ money from the state coffer.

A few days ago, Nepali Congress leader Dr. Shekhar Koirala has said in public that his party has no capacity to form a government on its own; so, it is worthless to talk about toppling the current government. However, other leaders of his party have been claiming that it is the turn of the NC to form a government. The NC has two contenders for the position of prime minister. They are former Prime Minister Sher Bahadur Deuba and current parliamentary leader Ram Chandra Poudel that has not been successful to win the election to prime minister even running for 18 times.

Nobody would turn over the power to the NC; they need to grab it. However, for grabbing the power, the NC leaders need to form a coalition of three political blocks such as NC, CPN-UML and UDMF sidelining the UCPN-Maoist.

The CPN-UML might easily agree on forming a coalition with the NC but the UDMF might not easily agree on it. UDMF leaders and cadres have what they want from the current government and they have been cozying up with it. The UCPN-Maoist working together with the UDMF could make a difference in view of the current government has been doing something concrete than any government formed after the declaration of Nepal a federal democratic republic.

The ongoing central committee convention of the UCPN-Maoist has been trying to find a common policy bringing together the two different policy documents presented by Chairman Prachanda and Deputy Chairman Mohan Vaidya ‘Kiran’, ‘The Rising Nepal’ of today writes.

Chairman Prachanda and Prime minister Baburam Bhattarai have been for going with the parliamentary political parties and completing the peace process and the constitution writing, as the UCPN-Maoist has made a tremendous progress in bringing the country to the current status of Federal Democratic Republic of Nepal. However, Deputy Chairman Vaidya and has followers have been charging Prachanda and Baburam Bhattarai of surrendering the most of the achievements the UCPN-Maoist had made to the NC and CPN-UML.

The members of the Vaidya group believe that they need to go for a people’s revolt, as most of the things such as not putting the people’s war in the preamble of a new constitution, surrendering the arms to the government, integrating the People’s Liberation Army without due honor and so on, the UCPN-Maoist has lost these things to the NC and CPN-UML. However, Prachanda and his followers believe that a people’s revolt is not a winnable political game in the current domestic and international political situation; so, they need to go along with the NC, CPN-UML and UDMF to consolidate the political achievements they have already made so far.
