Raping And Killing In Kanchanpur

Kathmandu: The case of raping and killing of a 13-year old Nirmala Panta that had gone to her two friends for doing home work but could not return home alive as the criminals had not only raped her but also killed her, according to the widespread news. However, the central government failed in doing any concrete things even after so many days of the protests of local people against the police not doing the proper work on investigating the crime rather covering up the real culprits until the people’s protest turn into a serious political case, the news media stated.

 

Not only the police but also the entire team of the local district administration including the chief district officer probably did not hold the impartial investigation into the heinous crime of raping and killing an underage girl. Probably, the district administration must have thought the current government is of the two-thirds majority; so nobody could harm the district administration. So, the chief district office rather than forcing the police to conduct the impartial investigation into the crime went with the police and repressed the people’s voices against the police not arresting the suspected criminals, and indiscriminately thrashed the protestors, and injured several of them.

 

Local people did not give up rather intensified their protest against the police and demanded the two friends of the victim, and the suspects to book. The protest reached even Kathmandu. It has taken a serious political turn. Even then the central government thought that the protests were the act of the opposition parties. The protest reached the peak. One innocent teenager killed in the police firing on Friday, August 25, 2018.

 

Even before the death of the teenager, Home Minister Ram Bahadur Thapa visited Kanchanpur, and met the folks injured in the protests in the hospital, and assured them of the government footing their hospital bills. However, the home minister failed in listening to the people and ordering the police to hold an impartial investigation into the crime rather listened to the police and the district administration chief, and believed them.

 

When the protest took a serious political turn then even the members of the ruling party urged the government to conduct the correct investigation into the crime, and at the House of Representatives, some lawmakers questioned the government’s intention of not impartially holding the investigation into the crime.

 

Then, the central government took hard decisions, set up a high level investigation committee to investigate the crime, suspended the police chief, recalled other police officials and the chief district officer, and declared the teenager killed in the police firing as a martyr, and promised to pay the compensation to the family of the victim for the loss of the loved one, the news on “gorkhapatra” stated on August 26, 2018.

 

In another case of kidnapping and killing of the accused in Kathmandu; the police have declared that two men accused of kidnapping a 11-year boy in Kathmandu and killing him were killed at the police encounter at the Suryavinayak forest which is about 10 kilometers away from the crime scene. Probably, the police encounter should have been at the crime scene rather than so far away. The police did not say how they chased the criminals and ultimately found them at the forest.

 

Those men killed in the so-called police encounter did not have the public support as did have the Nirmala Panta in Kanchanpur. So, the two-thirds majority government could have ignored the systematic investigation into the crime, and then bringing the criminals to justice rather than killing them on the different spot. As long as the law court did not indict those accused they would remain innocent according to the principles of crime and justice. The government needed to stop the indiscriminate police killing of the accused otherwise such killings would adversely affect the ruling party and the government as well. It would not be the rule of law, the prime minister has promised.
