Capture of State Power

On June 13, 2009, speaking at the First YCL District Conference of the Nawalparasi District held at Kawaswoti, Nawalparasi, Central Committee Member and Chief of Foreign Department of the United Communist Party of Nepal-Maoist (UCPN-Maoist), CP Gajurel has said that the Maoists have planned to capture the state power working at the government, the legislature and on the street while in the power; however, the state power capture will not be possible simply replacing Rukmangad Katuwal by Kul Bahadur Kahadka according to the news published in the ‘Gorkhapatra’ of June 14, 2009. He also has said that the Maoists will not capture the state power by deceit but by the people’s movement, and also has disclosed that the number of YCL will increased from 400,000 to a million.

At the same time, Defense Minister Bidhya Bhandari has charged the UCPN-Maoist of using the process of writing a constitution as the strategy of capturing the state power according to the ‘Gorkhapatra’ of June 14, 2009. She has also disclosed that the UCPN-Maoist has been using the Constituent Assembly, formation of government, and the issue of the Chief of Army Staff as the means of empowering itself and then planning to capture the state power through the people’s movement.
