Finance Minister Instructs Secretaries To Expedite Program Implementation

September 30, 2013: speaking at the discussion program held by the Ministry of Finance at its office yesterday, Finance Minister Shankar Prasad Koirala said that the approval of about 96 per cent program until now was the matter of satisfaction. Stating the upcoming festival season and Constituent Assembly (CA) elections might impact the development activities, he asked the secretaries to approve hundred percent programs by the end of September and complete the bidding process by the mid-December, according to the news posted on the ‘gorkhapatraonline.com’.

 

He further directed the officials to speed up the monitoring process for effective implementation of the programs. Stating the right to ask for an additional budget was there for the programs mentioned in the fiscal budget, he, however, suggested that the government would not provide budget for the program that was not included in the fiscal budget.

“Cost-effective measures should be adopted at a time when regular expenditure has been increasing,” he said asking, “If secretaries of the government monitored the programs, it will be easier to move ahead on national priority programs.” He asked the secretaries to submit progress report of the programs/activities regularly holding review meetings.
