Bill On Amendment To Constituent Assembly Election Act

December 27, 2013: After the cabinet meeting passed the proposed bill on an amendment to the Constituent Assembly Election Act for making provision for calling the first session of the newly elected CA, the government decided to forward it to the President for approval, and issuing an ordinance.
A senior most member of the CA would chair the first session of the CA, and then it would elect a Chairperson of the newly elected CA, and then surely of a new prime minister and so on.
The amendment to the CA Election Act was necessary to make it clear who would administer the oath of office to the senior most CA member for presiding over the first CA session.
Previously in 2008, in absence of the president and the head of the government, senior most CA member Kul Bahadur Gurung took the oath of office from all the elected CA members at the first session of the CA.
