Closing In Building A Consensus On Disputed Issue Of Constitution

April 18, 2012: speaking at a sit-in rally of the lawmakers at the State Affairs Committee Hall, Chairman of UCPN-Maoist Prachanda has yesterday said that the political parties would be able to build a consensus on a new constitution within a few days as an environment of trust has been created among them; the army integration: one of the major tasks of the peace process has been completed and the leaders are working seriously to complete the constitution writing tasks, ‘The Rising Nepal’ of today writes. The lawmakers have held a sit-in rally as a campaign to put pressure on the political leaders for completing the peace process and the constitution writing. Chairman Prachanda has said that such a sit-in rally has provided the leaders with the moral support for making progress in the tasks of constitution writing; such a rally might not be necessary any longer.
Leaders of UCPN-Maoist, NC and CPN-UML on Tuesday, April 17, 2012 have agreed on extending the term of the Dispute Resolution Sub-committee formed by the Constitutional Committee of the Constituent Assembly for five days more for resolving the disputed issues of a new constitution to settle the contentious issues. Upon the request of the Constitutional Committee, the Business Advisory Committee of the Constituent Assembly has extended the term of the sub-committee until April 23, 2012 for the last time. The previous deadline has ended on Tuesday, April 17, 2012.
Although 125 disputed issues including state restructuring, form of governance, election system, judiciary, citizenship and the preamble of the constitution are still unresolved, the leaders have been optimistic about their Hattiban-Resort meeting that has build a consensus on most of these issues, and they would resolve the rest of the issues following the constitutional process, ‘The Rising Nepal’ of today writes.
Chairman of UCPN-Maoist Prachanda has told the reporters that political leaders would try to build a consensus on all the disputed issues by April 22, 2012; if they fail to do so, they will follow the constitutional process to resolve the rest of the issues. Chairman Prachanda also has said that one of the big parties is for completing a formal approval of the party on the issues before agreeing on the issues.
Speaking at an interaction held by the Janakpur Press Club at Janakpur on Tuesday, April 17, 2012, Information and Communications Minister Raj Kishor Yadav said that if NC and CPN-UML would play a positive role in promulgating a constitution, the new constitution would be drafted before May 27, 2012; his party would never compromise the concept of ‘one Madhes, one province’, ‘The Rising Nepal’ of today writes.
UCPN-Maoist, NC, CPN-UML and UDMF were scheduled to meet today for the decisive talks following the failure of making a decision at the marathon meeting held at the Hattiban Resort on Sunday and Monday to iron out the differences but the absence of Chairman of UCPN-Maoist Prachanda and President of NC Sushil Koirala did not materialize it, nepalnews.com writes
