Shutdown of Government Secretariat

On November 12, 2009, the cadres of the United Communist Party of Nepal-Maoist (UCPN-Maoist) have shut down the government secretariat staging sit-ins at all the entry points stopping the business of not only the secretariat but also the businesses of other offices such as the Supreme Court of Nepal, Department of Archeology and other offices around the area; it also has closed all the vehicular traffic at the heart of Kathmandu.
The government spokesperson has said that the government did not use forces to stop even the protestors attempting to enter the forbidden areas respecting the human rights. Other reporters have said that some people posing to be protestors have pelted stones at the security for provoking the security people; the Maoist cadres have taken them away to keep their protest peaceful. The previous regime has adopted such a tactic to have a pretext for using the force against protestors.
However, the state-run newspaper ‘The Rising Nepal’ has reported that the regular works at Singh Durbar in other words in the government secretariat have not been affected thus has misinformed the people about the situation, as nobody could enter the secretariat and the whole business of the secretariat has come to a grinding halt.
Chairman of UCPN-Maoist Prachanda leading the cadres at Bhadrakali entry point in Kathmandu to enforce the shutdown of the government secretariat has said that if the government does not meet the demand of the UCPN-Maoist, the Maoists would launch the third round of the protest then the Maoists would even consider shutting down the whole Nepal.
